At least 54 children and 30 adults swam through rough seas from Morocco to Spain’s North African enclave of Ceuta on Saturday, Reuters reports. Spanish Civil Guard vessels rescued many from the water. Most of the children, believed to be Moroccan, were placed in temporary shelters. Ceuta officials urged Madrid to respond, calling the situation “a matter of state.”
