The U.S. currently stations thousands of troops across 38 European bases, including Spain’s Rota base, which hosts 2,800 personnel and missile-defense destroyers. Trump’s push for Europe to boost defense spending has raised fears of downsizing. Michael Walsh of FPRI said Morocco offers a "less politically risky" alternative, building on strong ties with Trump, including its 2020 Israel normalization deal.
