An Egyptian security delegation is reportedly arriving in Tel Aviv on Thursday to initiate discussions on a potential Gaza hostage and ceasefire agreement, according to The Times of Israel, citing a report from the Hezbollah-affiliated al-Akhbar news outlet.
The proposed plan reportedly stipulates an initial truce lasting one to two months, during which hostages would be gradually released, starting with elderly or ill captives.
As part of the plan, a request would be sent to Hamas, via Egyptian intermediaries, to submit a list of living hostages within a few days of the truce taking effect.
The plan also envisions reopening the Rafah Border Crossing between Egypt and Gaza under the supervision of the Palestinian Authority, with oversight from Egypt. Israel would retain the right to veto individuals crossing into Egypt, while Cairo would secure a commitment ensuring Hamas does not control the crossing or the Gaza Strip during the proposed period.
The agreement would also include measures to increase humanitarian aid to Gaza, with specific provisions to deliver medications needed for the hostages.
Under the proposal, Israel would initially be allowed to maintain a military presence within Gaza but refrain from conducting operations. The proposal comes amid growing optimism following the Hezbollah ceasefire.
