Talks to end Sudan's 16-month civil war began Wednesday in Switzerland, but the military's absence dimmed hopes for progress in addressing the humanitarian crisis. UN officials warned Sudan is at a "breaking point," with tens of thousands at risk of death from hunger, disease, and violence without urgent global action. The RSF sent a delegation, but direct mediation is stalled without the army, according to U.S. envoy Tom Perriello.
