The U.S. imposed sanctions on Algeria’s El Baraka Association, accusing it of diverting humanitarian funds to Hamas. President Ahmed Brahimi allegedly redirected donations—some from unwitting donors—to the militant group. The Treasury said the move, under counterterrorism Executive Order 13224, exposes "the abuse of nonprofits by terrorist financiers" to move illicit money. Hamas is designated a terrorist organization by Washington.
